In 1998, the student population reached 1500. According to market needs, the Institute started language programs in English, Japanese, German, French, Russian, Korean and Chinese (for international students) of twenty majors under three major categories: translation, bilingual and applied foreign language education.
By that time, Jilin Huaqiao Foreign Languages Institute had established sister school relations with institutions in the United States of America, Canada, the United Kingdom, France, Germany, Japan, Russia, Australia, and the Philippines. Long-term cooperative relations were established with overseas organizations, such as American English Teachers’ Association, the Canadian Council on Education. “Your school is a miracle and I am delighted to be here as a friend and long-term partner,” Mr. Windrin, President of the American English Teachers’ Association, said.
In the same year, President Qin denoted 120,000 RMB on behalf of the school to help victims in disaster areas and to express gratitude to the People’s Liberation Army. She also, together with the teaching staff and students of the school, donated money for the construction of Chun Lei Primary School. Tuitions from students from disaster areas were exempted, and 55 laid-off workers were employed on campus.
President Qin was widely praised by all walks of life for her entrepreneurship and extraordinary achievements, for which she was awarded as the “1998 Top Ten Outstanding Women in Jilin Province”. Then she attended the Eighth National Women’s Congress and was graciously received by Mrs. Chen Muhua, former vice chairman of the Standing Committee of the National People’s Congress and honorary chairman of China Women’s Federation.
