In 1999, Jilin Huaqiao Foreign Languages Institute changed its name as Jilin Huaqiao Foreign Languages Vocational College, incorporated into the National College Admission Plan, with nearly 1900 students enrolled annually. “Focus+Quality+Administration+Employment=Brand.” This was the orientation set by President Qin for the college, implying that a good university does not necessarily to be large, but should be excellent in quality.

Great attention has been paid to moral education for career development and students have been advocated to firmly establish the idea that “Foreign Languages + Integrity = Career”.

In 2000, the scale of the school expanded with the number of students reaching 2500, tenfold as compared to the early years of the school.

President Qin won the honorary title of the “National ‘March 8’ Red-Banner Holder”, and was graciously received by President Hu Jintao, Mrs. Chen Muhua and other party and state leaders in the Great Hall of the People.
