Jilin Non-profit Private Higher Education Innovation Development Demonstration Facility Unveiled at JISU

On the morning of July 21, Jilin’s Non-profit Private Higher Education Innovation, Development and Demonstration Facility was unveiled officially at JISU. This is the first non-profit, private, higher education innovation development and demonstration facility designed by the Civil Affairs Department of Jilin Province. Making full use of JISU’s non-profit educational experience and practical results, new approaches and methods appropriate for health and sustainable development of private universities will be studied, explored and promoted.

Xiang Ying, deputy director of the Department of Civil Affairs of Jilin Province, announces the Decision of passing JISU into “Jilin Province Non-profit Private Higher Education Innovation Development & Demonstration Facility” from the Department of Civil Affairs of Jilin Province.

President Qin He addressed those at the plaque-unveiling ceremony. She says that since the specialized reform mission of, “exploring operational models of the non-profit private college,” JISU has implemented innovation in theory and exploration in practice as “non-profit running” at its core and made recommendations to other private colleges, enlarging sustainable development potential for non-profit private education and even for the whole private education world. Currently, with the implementation of the Private Education Development Law, the growth of private education has made a “second start”. Upon taking up this new position, JISU will continue to further explore the educational models of non-profit, private colleges. JISU will also positively carry out the move towards a foundation-based model and perform well in the pilot work of running the non-profit university. By doing this JISU will explore the relationships of how institutions function, as well as, study the developmental path of innovative growth of non-profit private higher education in Jilin Province, in which JISU will play a demonstrative role. JISU will make its own contributions to the development of private higher education and public undertakings, and to the surrounding revitalization in Jilin province.

A book donation ceremony is also held then. Director Qiao Heng donates 150 books to JISU for teaching and research.

Wu Changbin (Director of Jilin Provincial Social Organization Administration), Liu Liyuan, (Office Director of the Joint Party Committee of Provincial Social Organizations), Wang Yunfei, (Office Director of the Provincial Department of Civil Affairs), and Wang Yihai, (Deputy Director of the Private Education Management Office of the Provincial Department of Education), all attended the ceremony.

Since its establishment in 1995, JISU has always adhered to the theory that, “Everything is for the students in growth, education and success” and the educational philosophy of “student-oriented teaching is the most responsible education”, pursued to cultivate students with qualified integrity, and for these reasons chose to enter the realm of non-profit education. In 2010, after being authorized by the State Council as the pilot college of the reform of the national education system, JISU has undertaken special reform task of, “exploring patterns of non-profit private colleges and universities.” In the past decade, JISU has conducted deep theoretical research and has practiced exploration in the identification standards, property rights system, corporate management, and different functioning models of non-profit private colleges. This work has provided substantial data and evidence for the revision of the Private Education Development Law. The practice of running the school as a non-profit has been included in the article “Several Opinions of the State Council on Encouraging Social Forces to Run Education to Promote the Sustainable Development of Private Education.” In 2013, JISU initiated the establishment of a national non-profit private college alliance and was recommended as the chief college. Now the alliance includes Seventy-four private colleges and universities totally and it continues to grow. This alliance provides important guidance in the reform and development of private higher education.

After the monument-uncovering ceremony, the Department of Civil Affairs of Jilin Province organized a symposium on the innovation-oriented development of private higher education in Jilin Province. The private colleges’ presidents, chief executives and other major leaders between JISU and ten other colleges including Changchun Guanghua University, College of Humanities & Information Changchun University of Technology, Changchun University of Science and Technology College of Optical And Electrical Information, Changchun University Of Finance And Economics, Jilin University of Architecture and Technology, The Tourism College of Changchun University, College of Humanities & Sciences of Northeast Normal University, Jilin Science and Technology Vocational College, and Jilin Vocational and Technical College discussed profoundly about their, “thoughts for creative growth in private colleges and universities.”

President Qin He, the symposium presenter, delivers a theme speech with the them of, “Adhering to and Promoting Non-profit Operation, Innovative Development of Advanced Universities with Similar Values.” She illustrated JISU’s leadership philosophies, positions, goals and achievements over the past twenty-five years, and emphasized the introduction of the pilot reform of national education system at JISU---the research exploration and practical success of the working model at non-profit private colleges and universities. She continued to express that currently, with private higher education facing new duties, opportunities, and challenges in this important period of time for similar high-level universities, JISU will persist in reform-driven principles, regarding the creation of unique systems and innovative mechanisms with different breaking points that stimulate educational vitality, and continue the in-depth search into the mode of non-profit, private colleges. JISU tries to be a platform for cultivation talents, subjects, scientific research, international exchanges and scientific management.

Finally, Qiao Heng, the Secretary of the Leading Party Members’ Group and Director of Department of Civil Affairs of Jilin Province, delivered a speech. He shows that since the 18th National Congress of the Communist Party of China, the Party Central Committee has positively encouraged the whole society to develop education, offering a rare opportunity for the evolution of private universities. Private colleges and universities should gain the opportunities to actively participate, and strive to seek new paths and operational methods, in order to better satisfy the multi-level educational needs of people and further promote economic boom while continuously boosting their own growth. It is necessary for us to profoundly recognize the innate property of social organization for private colleges. Non-profit universities should make efforts to explore different, high-quality methods for non-profit private colleges and universities, practically strengthen party’s construction, and promote all-rounded coverage of party work. It is our mission to further implement the responsible management of social organizations, declare the rights and benefits of charitable agencies, explore and declare the establishment of foundations, actively support education, and give full play to the role of the provincial private education association. I hope that private colleges and universities, during this period of school-operating activities and in the future, will always bear the educational goals of contributions to their communities and social responsibility of thriving education in mind, uphold the conduct of public concepts and giving spirits that seize opportunities to be successful young adults who continue to thrive and make efforts to run private education that satisfies the people.
