Attendance Rules for Faculty

Chapter I: General Principles
Attendance Rules for Faculty is issued to cultivate ethics for all faculty members in order to maintain professionalism in the classroom.
Chapter II: Working System
1.    All faculty members and administrative staff should follow the 5-day working system.
2.    Working Time:
7:40 -11:20 (For teachers who have classes during the 4th period, their morning work hours end when the 4th period ends.)
13:00-16:30 (winter) / 13:20-17:00 (summer)
3.    For Monday and Thursday, the quitting time for all full-time teachers should match the time schedule. For normal working-days, the departments can arrange the afternoons according to their own schedules and activities. If any changes are made to the working schedule, the Office of the President will notify all departments.
4.    All administrative and service staff as well as all any full-time teachers in charge of administrative issues must observe the full-time working schedule.
5.    All staff working in student apartments and hospital must work in 24-hour shifts. The employees will change shifts at 7:40 a.m. each day.
All faculty must abide by the rules above and follow the schedule. All faculty should attend any meetings and other activities held by the university on time. Being late, leaving early, or absences are forbidden. If a person is sick or has any reason they cannot attend the meetings, he/she should ask for leave by going through the proper procedures.
Chapter III: Leave Policies and Salary
6.    Official Vacation:
New Year’s Day: 1 day
Chinese Spring Festival: 3 days
Tomb Sweeping Day: 1 day
Dragon Boat Festival: 1 day
Labor Day: 1 day
National Day: 3 days
The vacation timetable will be arranged by the Office of the President. Working overtime during vacations will be registered and paid for by the Office of the President.
7.    Winter and Summer Vacations
1) All winter and summer vacations for the faculty will be arranged by the Office of the President, according to the university’s academic calendar.
2) All school guards work in two shifts, and each take half of the vacation.
3) The arrangement of vacations for other staff members is dependent on their particular jobs.
4) The working hours for staff on-duty during vacations are 8:00-16:30. Positions with special requirements should follow relevant schedule.
8.    Sick Leave
1)    Sick leave is allowed. If the leave time is less than 2 days, it can be approved by the department. If one asks for more than 2 days for sick leave, he/she should hand-in the diagnosis or medical certificate written by hospitals (higher than county level), as well as getting approval by both his/her own department and the Human Resources Office.
2) Salary (Only when a leave is due to a severe illness.)
a. Full amount for sick leave is 10 days total.
b. For sick leave that lasts more than 10 days, but less than or up to 30 days, the job subsidies will be reduced per day beginning on the 11thday (job subsidies per day = total subsidies per month / total working days per month).
c. For sick leave that lasts more than 30 days, and less than or up to 60 days, the salary will be changed from the 31st day of the leave as follows:
90% of the base salary for the staff worked for 10 years or more, with no subsidies;
80% of the base salary for the staff worked for less than 10 years and more than 5 years, with no subsidies;
70% of the base salary for the staff worked for less than 5 years, with no subsidies.
4) For sick leave that lasts more than 2 months, the salary from the 3rd month will be equal to the minimum salary standard of Changchun, and the salary will be stopped at the 7th month.
5) If one asks for another sick leave within one month after his/her last sick leave, the days of both sick leaves will be calculated continuously.
6) The salary will be suspended for sick leaves without the required diagnosis or medical certificates. One can hand-in the required diagnosis or medical certificates after he/she is back. In this case, the university will pay the salary as usual after the relevant certificates are approved by the correct departments.
9.    Personal Leave
Personal leave should be approved by each teacher’s own department in terms of his/her position and the reasons for the leave. No leave will be approved if it is deemed unnecessary. Absence with unnecessary excuse is forbidden. A leave of 2 days or less should be approved by the departments; leave for more than 2 days should be approved and recorded by the Human Resources Office.
Salary
a. Full amount for a leave of 7days or less, within a year, in total. Daily salary will be stopped beginning on the 8th day of leave (Daily Salary=Total Salary/ Total Working Days per month).
b. Any staff members who take a leave of 20 days consecutively or more in total for a single year will be considered as having quit their position.
c. Salary of expectant graduates employed (who start their positions before graduation) will be paid as usual, if they have to ask for a leave for examinations, thesis defense, go through graduation procedures, etc.
10.    Marriage Leave
Newly-weds can enjoy a 7-day marriage leave (7 consecutive days, including weekends and holidays). Days off for marriage leave cannot be separated. If a staff member gets married during summer or winter vacation, then there’ll be no marriage leave. Marriage Leave should be applied for at least one week in advance. During marriage leave, 100% of the salary will be paid.
11.    Maternity Leave
Female staff can enjoy maternity leave according to our country’s relevant regulation (details can be seen in Regulation on Maternity Leave for Female Staff). Female staff can have a 2-hour leave per day during lactation period (the lactation leave will end after the child is one year old). The staff member can use the 2-hour leave together or separately (one can decide according to her own need and the department’s condition).Staff members taking part in the lactation leave should still attend the university’s activities.
12.    Funeral Leave
Funeral leave will be approved if one loses his/her spouse or immediate family member. Funerals within Changchun will earn a 3-day leave. For funerals outside Changchun, the days of the leave will be dependent on the distance. During the funeral leave, salary will be paid as usual.
13.    Work-related Injury Leave
If one gets injured at work, he/she should report to the relevant department within 24 hours. One may get a work-related injury leave if necessary, depending on the hospital diagnosis. During the leave, the salary will be paid according to relevant regulations.
No.14
1. Any staff who doesn’t come back to school on time at the beginning of a new term without official request for leave or reasonable reasons will be punished by reducing one month’s salary. The salary would be repaid after they have supplied the relevant explanation and official document for the relevant department.
2. Any staff who pretend to ask for leave but actually left, once verified, should return the salary they have gotten during their leaving period and bear the necessary responsibilities of the signed agreement.
3. The work-study graduate staff should hand in their syllabus for the department during their graduate study at the beginning of a new term. Besides the learning time in class, the staff should normally attend the relative teaching activities and meetings. (attending time would be informed by their department, and this note is void for the graduates in other localities).
4. Any staff on probation will be regarded as voluntary turnover if they are absent for 10 continuous days, despite any excuse. Special circumstances will be discussed.
5. Waiting staff will be paid according to the minimum working standard in Changchun, and the waiting time is no more than 2 months.
6. Staff should ask for leave from their department when they must go outside for a job-related reason. Any staff, either on a business trip or handling affairs over the city, should improve their working efficiency and come back to school in time after finishing the task.
7. Staff who have left for illness, personal affairs, mid-career studies, postgraduate study or training periods should also strictly follow the school rules. During the period of absence, if they are found to work on some irrelevant affairs, then they would be punished by deducting all the salary and benefit packages. Staff that stick to their guns would be punished by the relative department through detailed discussions.

Chapter IV Leaving Procedure and Approval Jurisdiction

No.15 Faculty members should sign the leaving application which contains the detailed reason before they ask for leave, and they can leave school while the application is approved by the relevant leaders. Any staff that needs to leave but doesn’t have enough time to finish the leaving procedures, should call the relevant department for permission, and the documents should be handed in after they come back.

No.16 All assistant staff needs to apply to department leaders first when they ask for leave. Staff that will leave within 2 days (2 days included) need to be approved by their department, and the leaving documents should be recorded in their department. Accordingly, staff that leave for more than 2 days should gain permission by the relevant school leaders, and the leaving documents should be recorded in the office of personnel, where they should return back to report after their holiday.

No.17 When the assistants and other coordinate personnel ask for leave, they should first apply to the leaders in their department. Stafft hat will leave with 1 day (1 day included) need to be granted permission by their department and documents are recorded by the department. Accordingly, assistants and other coordinate personnel that leave for more than 2 days should be allowed by the relevant school leaders, and the leaving documents should be recorded in the office of personnel, where they need to come back to report after their holiday.

No.18 Leaders at the department level and above need to ask the president in person for their leave. They can leave after the permission of the school president, and the leaving documents should be recorded by the office of personnel, where they need to come back to report after their absence.

No.19 When staff at assistant level and below need to leave for business and school affairs, their leaving application should be passed from their department leader to the relevant school leader. Once approved, they can start their business travel. While leaders at department level and above need to leave for business reasons, and their leaving application can be directly approved by our president.

Chapter V Methods of Attendance

No.20 Attendance of staff should be recorded when they arrive every day, and each department should seriously treat this recording rule. The selected record keeping person should be honest, responsible and serious enough to do this job. The staffs will be examined in the end of term according to their attendance rate and recording condition.

No.21 The attendance recording date starts on the 26th day of first month, and finishes on the 25thday of the next month. Each record keeping person should hand in their Department Attendance Record to the office of personnel before they go off duty on the 25th day of each month. All the staff absences should be reported monthly. If the staff resigns their position on the 26th to 31th day of a month, their attendance situation should be reported in time, and the office of personnel would calculate their salary according to the detailed report.

No. 22 All the absent staff should report back from leave in time after they come to work according to certain rules, otherwise they would be regarded with absenteeism as a punishment.

No. 23 The leader of each department should be strict and serious enough to treat the attendance recording task, and do what a leader should do to give a model to the faculties. Leaders of each department should ask their staff to follow the rules in a strict way in order to do the attendance recording work perfectly and create a good working order.
Chapter 6 Violation of Discipline Penalties

No. 24 If staffs come to work late and leave early without any explanation for the first time, they will be educated by criticism, and if the same situation occurs for more than 2 times, then the relevant staff should circulate a notice of criticism as well as a punishment of 10% reduction in their merit pay for the year.

No. 25 If staff are absent for the school activity and meeting without any explanations for the first time, they will be educated by criticism, and while the same situation occurs for more than 2 times, then the relevant staff should circulate a notice among the whole college as well as a punishment of 10% reduction in their merit pay for the year.

No. 26 If any staff are absent without official leaving documents or the leaving application was not approved, they would be regarded with absenteeism for punishment. If the staff’s absent days keep within 3 days (3 days included), they would be punished by deducting the according days’ double salary, handing back their own self-examination as well as the circulating notice of criticism. If the same situation as mentioned above occurs for more than 3 days (3 days included), the absent staffs should be regarded as voluntary turnover, and should bear the corresponding breach responsibility signed in the contact.

No. 27 Any staff that have a gossip chat (chatting online included), watch movies online, play games, shop online, work with their children and other irrelevant activities, once founded, they will be dispersed a notice of criticism for punishment.

No. 28 Absent staff that make false leaving documents of illness, once verified, their leaving will be regarded as absenteeism and will be punished with notice or non-reappointment according to the seriousness of plots.

No. 29 Leaders will spot check the attendance rate of staff from time to time, and if there exists any loophole, the record keeping personas well as other relevant staff would be punished according to the seriousness of plots.

No. 30 This document will be put into effect from the issued day on. The former document [2015] No.27 Attendance Management Measures of HQUFL will be abolished. The office of personnel is responsible for interpreting this document.

No. 31 Other staff’s conditions are managed by their working department, and the management method according to the measures above. Official documents should be handed in to the office of personnel for check and records.
