Qin He, Ph.D. in Education, doctoral tutor, professor, enjoys special government allowance from the State Council, and is currently the president of Jilin International Studies University (JISU).

President Qin’s main research field is the leadership and management of private education. She has presided over national and provincial key scientific research projects,including Improvement of the Development Level of Our National Colleges and Universities, The research and Practice of the Implementation of Moral Education in Private Colleges and Universities, The Research and Practice of Constructing Cultivation Systems in accordance with “Moral Education First”in the Private University, Cultural Construction of Private Colleges and Universities, University Culture: The Motive Force of Sustainable Development of Private Colleges and Universities, Adherence to Connotative Development and the Cultivation of High-Quality Application-oriented Foreign Language Talents, Reform and Practice of Application-oriented Talents Training Model of Foreign Private Languages Universities, Research and Construction of the Running Mode of Non-profit Private Colleges and Universities, Research on the Construction of Supportive Systems for Private Higher Education Policies in Jilin Province,Research on the construction of University Campus culture for the International Talents of Jilin Huaqiao Foreign Languages Institute. She also authored and co-authored the Cultivation of College Students, Application-oriented Talent Cultivation Theory and Practice Exploration, Exploration Innovation and Development.She published high-quality articles in national key and core journals including Insist on Connotative Development, Cultivate High-Quality Application-oriented Foreign Language Talents, Exploration of Application-oriented Talents Training in Newly-built Undergraduate Colleges, Thoughts on Developing Joint-stock System and Mixed-Ownership Vocational Colleges and An Innovative Mechanism and System Development on the development of the Non-profit Private University.

She was selected as 2016’s Student's Favorite University President by the China Higher Education Association, the All-China Student Union, and the China Youth Daily and received Jilin Province's first Huang Yanpei Outstanding Contribution Award for Vocational Education.
