While working abroad, Dr. Qin He, the Fifth “China Top Ten Outstanding Women” and President of Jilin International Studies University (JISU), found that many people working in the field of finance, economy and trade, etc. lack the ability to communicate in foreign languages, and those who can speak foreign languages do not have appropriate professional knowledge in economics and management, which is difficult for them to meet the needs of social development and international exchanges. Therefore, President Qin He hoped to set up a private foreign language university when coming back to China so that she could contribute to the society in cultivating advanced application-oriented and inter-disciplinary personnel participating in foreign language communication and international affairs, who are both proficient in foreign languages and familiar with knowledge in management, and become well acquainted with one or two majors.
Coming back to China, President Qin He raised 1.5 million RMB from private sources, to start the school, renting the school premises, purchasing equipment, recruiting teachers and students. Finally on the eve of the Teachers’ Day of 1995 Jilin Huaqiao Foreign Languages Institute was established.
