On October 24, the Standing Committee Panel Discussion at the 14th Session of the 13th National People's Congress of the People’s Republic of China was held. As the deputy to the National People's Congress, President Qin He attended the meeting and made an on-the-spot speech on the review of the implementation of the Higher Education Law by the Law Enforcement Inspection Group of the Standing Committee of the National People's Congress.

In her speech, President Qin He said that the Standing Committee of the National People's Congress has carried out law enforcement inspections on the Higher Education Law, which fully reflects the high priority attached to higher education. The inspection report fully affirmed the achievements of the implementation of the Higher Education Law, pointed out the problems in practice and made suggestions in a targeted manner. The conclusion was pertinent and fully endorsed.

President Qin suggested that the law enforcement inspection report should further reflect the sense of history and more clearly point out the important role of Higher Education Law in higher education; embody the attributes of the law, allowing the main body of the implementation of the law – the government and universities -- to feel the relationship between the report and themselves so as to enhance its implementation; highlight popularization more in the stage of higher education, and propose suggestions for establishing a sound quality assurance mechanism.
