On the morning of March 5^th, the Second Session of the 13^thNational People’s Congress (NPC) opened at the Great Hall of the People in Beijing. President Qin He, deputy to the NPC, intently listened to the annual Government Work Report delivered by Premier Li Keqiang.

The Opening of the Second Session of the 13th National People’s Congress

It was the second time for President Qin He to attend “the Two Sessions” as a NPC deputy this year. However, she has attended “the Two Sessions” for twelve times since she was elected as a member of the Chinese People’s Political Consultative Conference (CPPCC).

Education is always the greatest concern of President Qin He. She put forward proposals for private higher education, vocational education, education in rural areas, and for the cultivation of talents in northeast China.

President Qin He listened to the annual Government Work Report

In the next ten days, President Qin He will attend plenary meetings, meetings of delegations and panel discussions. During this time she will listen to and deliberate on the work reports by the Supreme People’s Court and the Supreme People’s Procuratorate, deliberate on reports on the works of the government and NPC Standing Committee, examine reports on the implementation of the plan for national economic and social development, and national budget for 2019, deliberate on the draft Foreign Investment Law and other related resolutions, and also deliver a speech.

After the opening meeting of the second session of the 13^thNPC, President Qin He received an interview from Jilin TV Station and remarked: “The Report on the Work of the Government delivered by Premier Li Keqiang summarizes the government work in 2018 in a practical and realistic way and also explicitly draws a plan for 2019 on all fronts. The national economy has maintained stable performance with sound development momentum, and most importantly, our society remains stable. New advances have been made for the great cause of the Party and the country. All of these fully demonstrate that the Party remains always a powerful leadership core. I firmly believe that we have the confidence and ability to overcome risks and challenges of various kinds and achieve remarkable results in 2019.”
