On December 4th, the second plenary session of the 14th Central Committee of the China Association for the Promotion of Democracy opened in Beijing. As a member of the 14th Central Committee, President Qin attended the meeting.

Cai Dafeng, Chairman of the CAPD, delivered a work report on behalf of the 14th Committee. Liu Xincheng, Executive Vice Chairman of the CAPD Central Committee hosted the opening sitting. Wei Xiaochun, Deputy Director of the CAPD Central Supervisory Committee, delivered the annual work report of 2018 on behalf of the Central Supervisory Committee.

Important thoughts of General Secretary Xi concerning how to strengthen and improve the People's Political Consultative Conference were thoroughly studied; work reports (draft) of the 14th Central Committee were delivered and reflected upon; and a resolution (draft) of the committee, the CAPD regulations (draft), etc. were also discussed and passed.

On the afternoon of December 5th, President Qin took part in the group discussion and made a speech. She shared her experience in learning and implementing the important thoughts of General Secretary Xi Jinping on how to strengthen and improve the work of the CPPCC, participated in the deliberation of the work report (draft), and shared her resolutions for next year.

President Qin said that in the following year, she would continue to exercise responsibilities and strive to serve in government and politics. She would strive to work well for perfecting the pilot project of non-profit private colleges and universities, accelerating the development of a non-profit application-oriented private university of foreign languages which provides quality international education, and breaking a new path for private higher education in China. She also hopes to fulfill the duties of a member of the CAPD and a deputy to the National People's Congress and actively put forward suggestions. At the same time, she said she would fulfill the duties of Deputy Chairperson of the CAPD in Jilin Province, actively organizing activities for CAPD members here, and making contributions to the revitalization of Jilin Province.
