The 12th National Congress of Chinese Women opened at the Great Hall of the People on October 30. Party and state leaders including Xi Jinping, Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning and Han Zheng attended the meeting to congratulate them, and Zhao Leji delivered a speech on behalf of the CPC central committee. As the representative of the 12th National Congress, President Qin He and the 1,636 women comrades from various industries and walks of life, as well as 79 specially invited representatives from the Hong Kong Special Administrative Region and the Macao Special Administrative Region, attended the grand gathering.

It has been the fifth consecutive election of President Qin He as a delegate to the Chinese Women's congress. In 1998, she was named one of the "Top Ten Women of Jilin" and attended the Eighth National Congress of Chinese Women. In 2000, she was awarded the national title of "March 8 Red Banner Holders" and was nominated as one of the top ten female honorees. Other honors include attending the 9th National Congress of Chinese Women in 2003, and in 2005, she was named the fifth "Top Ten Chinese women" and won the "National May Day Labor Medal" awarded by the All-China Federation of Trade Unions. In 2008, she was selected as one of the "Ten Best Female Entrepreneurs" and won the special contribution award and attended the 10th National Congress of Chinese Women. In 2009, as one of the 45 "March 8 red Banner Holders", she was invited to participate in the National Day 60 year ceremony; In 2010, as one of the 30 historical figures, she was invited to attend the congress marking the 100th anniversary of the international Women's day on March 8, which was warmly received by the party and state leaders. In 2013, she attended the 11th National Congress of Chinese Women and was elected as the 11th executive committee of the All-China Women's Federation. The All-China Women's Federation has highly evaluated President Qin He: she deeply loves education and women's causes, sticks to and practices the mission and responsibility of educators, and is the pride and model of the National Women's circle.
