On March 12, 2018, the Jilin delegation held a plenary session to consider the report on the work of the Standing Committee of the National People’s Congress (NPC). Li Zhanshu, member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China (CPC), attended the deliberation. Principal Qin He attended the meeting and made a main speech on the construction of rural teachers. After the meeting, Li Zhanshu shook hands with Principal Qin He.

Through studying this report, we can directly feel the determination of the NPC to unswervingly promote the rule of law and the unremitting efforts it has made, and deeply realize the characteristics and advantages of the socialist political road with Chinese characteristics. As an educator from the grassroots level, I am particularly concerned about the content of the report concerning education. over the past five years, the Standing Committee of the National People’s Congress (NPC) has attached great importance to education, taken the initiative to adapt to the new situation of education reform and development, and vigorously promoted and safeguarded the healthy and orderly development of the cause of education. Listening to the report, deeply inspired, very encouraged, at the same time as a new deputy to the NPC, deeply feel the mission of honor, great responsibility.”
In response to the issue of rural teacher team building, Principal Qin He said, “The 19th CPC National Congress Report stood at the height of building a socialist modernized country and realizing the great rejuvenation of the Chinese nation, and made a major decision to implement the strategy of rural revitalization. Education is the most important channel for human resource development. Doing a good job in rural education is of special and important significance for improving the quality of rural labor force, upgrading the level of rural industrial development, breaking the urban-rural dichotomy barriers, realizing poverty alleviation, and promoting the construction of rural spiritual civilization. The key to running a good rural education depends on teachers.
