On June 26, 2019, the third general assembly of the members and the general assembly of the council of the Jilin Overseas Scholars Union was held at Jilin Agricultural University. Wu Lan, vice minister of the Organization Department of Provincial Party Committee, secretary of the Party group and minister of the Jilin Provincial Human Resources and Social Security Department, attended and delivered a speech at the conference. The assembly elected the third session of the council of the Jilin Overseas Scholars Union, and President Qin He was elected vice president of the union.

Since the establishment in 2006, the union has held high the banner of studying abroad and serving the country. Because it has successfully united and cared for many overseas students in Jilin Province, the union is seen as an important bridge between China and the world. The union has also assisted the party and the government, performed various duties to strengthen contact with overseas scholars and organizations, and made a positive contribution to the economic and social development of Jilin Province.
