At 9 a.m. on May 22, the third session of the 13th National People's Congress opened in the Great Hall of the People chaired by Li Zhanshu, head of the Standing Committee of the National People’s Congress. Li Keqiang, Premier of the State Council, made a government work report. As a representative of the National People’s Congress, President Qin He attended the meeting.

Guided by Xi Jinping’s socialist ideology with Chinese characteristics in the new era, the Third Session of the Thirteenth NPC thoroughly implements the spirit of the 19th National Congress of the Party and the Second, Third, and Fourth Plenary Sessions of the 19th National Congress. It also strengthens the “Four Consciousness”, and firmly upholds the “Four Confidences” and the “Two Maintenances”. It adheres to principle of Upholding the unity of Party leadership, the people running the country, and law-based governance. Moreover, it focuses closely on the overall situation of the Party and the country, and conscientiously performs the duties entrusted by the Constitution and other laws.

The Third Session of the Thirteenth NPC examined: the 2019 government work report, the implementation of the 2019 National Economic and Social Development Plan and the report on the draft plan for 2020 National Economic and Social Development. It also reviewed the draft plan for 2020 National Economic and Social Development, the implementation of the 2019 central and local budgets, the report on the draft central and local budgets for 2020, and the draft plan for 2020 central and local budgets. Moreover, it worked on deliberating the proposal of the Draft Civil Code of the People’s Republic of China, and the Draft Decision of the National People’s Congress on the Establishment and Improvement of the Legal System and Enforcement Mechanism for the Maintenance of National Security in the Hong Kong Special Administrative Region by the Standing Committee of the NPC. Finally, the meeting deliberated the work reports of the Standing Committee of the NPC, of the Supreme People’s Court, and of the Supreme People’s Procuratorate.

After the opening meeting, in an interview with a reporter from Jilin TV station, President Qin He said: “In the past year, China has maintained stable development in its economy, our society has remained stable, and the people have continued to increase their sense of gain, happiness, and security, which fully demonstrates the superiority of the socialist system with Chinese characteristics.”
